Speaking on CoinDesk's The Policy Protocol, Emmer pointed to the Senate Banking Committee's 15-9 vote advancing the bill as evidence that bipartisan momentum is real and durable.

At the center of the debate is the Blockchain Regulatory Certainty Act, which would shield noncustodial software developers from money transmitter rules. Emmer argued that developers who never touch customer funds have no business being regulated as money transmitters, and that inconsistent state-by-state treatment is already chilling innovation.
