The Commodity Futures Trading Commission filed crypto asset rulemaking with the White House for review, one day after the Securities and Exchange Commission released an innovation exemption for onchain trading of tokenized stocks.
A House panel also advanced the American Reserve Modernization Act, which would direct the Treasury Department to maintain a secure Bitcoin storage facility. Pantera Capital founder Dan Morehead said the SEC and CFTC are enacting measures that would have been covered by Clarity, while arguing that Bitcoin remains supported by inflation and interest-rate concerns.
Market impact
Altcoins led the move, with Morehead calling Pantera much more bullish on Solana than Ethereum while describing both networks as valid long-term platforms. Hyperliquid also launched manual borrows, allowing users to supply HYPE and BTC as collateral for stablecoins including USDC and USDT.
The market is not uniformly risk-on. JPMorgan analysts said short interest and hedging around BlackRock's IBIT ETF show investors remain more cautious on Bitcoin than gold. Easing that hedge could provide additional support, while the next test is whether regulatory progress and lower yields can sustain the rally after the Clarity setback.
