The Digital Asset Market Clarity Act has been formally placed on the U.S. Senate calendar, but its path to passage is narrowing fast. With roughly eight weeks of floor time remaining before lawmakers break for summer recess and midterm election season, the bill faces a zero-sum competition against a crowded field of legislative priorities — and it isn't winning on urgency.

Why it matters

The Clarity Act would establish the first comprehensive, tailored regulatory framework for crypto markets in the United States — a goal that has drawn significant bipartisan support. But support in principle doesn't translate to floor time. The Senate must first resolve must-pass legislation including a FISA reauthorization and an immigration-enforcement funding bill before the Clarity Act can realistically compete for scheduling.
