Texas Acting Comptroller Kelly Hancock has appointed four outside members to the state's Strategic Bitcoin Reserve Advisory Committee, advancing one of the first operational state-level bitcoin reserves in the U.S. The committee — created under Senate Bill 21 — will advise the comptroller on bitcoin valuation, custody, risk, and reserve management.
The appointees bring serious institutional weight: CleanSpark CFO and president Gary Vecchiarelli, who built the company's institutional-grade trading desk and bitcoin governance framework; Cormint Data Systems CEO Jamie McAvity, who runs a 130-megawatt mining facility in Fort Stockton; SMU law professor Carla Reyes, who also sits on the CFTC's Innovation Advisory Committee; and investment executive Laurie Dotter, who chairs the Investment Advisory Board for the Employees' Retirement System of Texas.
