x402 Leaves AI Agent Payments Without Chargeback Protections

With 97% of observed x402 transactions on Base and Solana, stablecoin payment finality leaves buyers without card-style recourse when an agent gets the wrong service.

Visa, Mastercard and American Express are among the 17 premier members of the x402 Foundation, which governs a payment standard designed for AI agents. But x402 has no standard charge-dispute process, and stablecoin payments that settle onchain are final. The protocol is built for payments that can settle in hundreds of milliseconds at a fraction of a cent, enabling machine-scale micropayments.

Why it matters

Card chargebacks rely on a person noticing a problem and contacting an issuer. An AI agent may not review a statement or recognize that the data or service it received was wrong, incomplete or useless. The payment can be final even when the commercial exchange has failed.

A security study published by researchers at EPFL and Zhejiang University tested 15 x402 facilitators, the intermediaries that verify payments and push them onchain. Every facilitator violated at least one of the study's eight safety rules. On Base, close to 2% of settlement attempts reverted in late 2025, around 1.9 million payments. The study also points to mismatches between payment, delivery and settlement: one Coinbase reference kit could release goods after verifying payment proof but before settlement was confirmed.

Market impact

The risk is concentrated in stablecoin transactions onchain: 97% of observed x402 transactions ran on Base and Solana, where those payments are final. Card payments remain supported by the protocol and retain card protections, but that does not answer who absorbs losses or decides whether an agent received what it paid for.

The article argues that payment finality is not commercial finality. As agent payments scale, payment providers and networks face a design challenge: create machine-native ways to resolve disputes and assess evidence without relying on human complaints or costly legal processes.

Frequently asked questions

  1. Why can an AI agent struggle to dispute an x402 payment?

The standard has no standard dispute process, and its buyer is often software that may not notice a problem or complain. Settled stablecoin payments onchain are final.

  2. What did researchers find when they tested x402 facilitators?

Researchers from EPFL and Zhejiang University tested 15 facilitators, and every one violated at least one of the eight safety rules they defined.

  3. How often did settlement attempts revert on Base in late 2025?

Close to 2% of attempts reverted, around 1.9 million payments.

  4. What risk did a Coinbase reference kit create for sellers?

One kit could release goods after verifying payment proof but before settlement was confirmed, so a seller could deliver without receiving payment.

  5. Do card payments through x402 also lose chargeback protections?

No. The protocol supports card rails as well as stablecoins, and card payments retain their protections. The recourse gap concerns final onchain stablecoin payments.
